OBC, Kapu candidates in fray for Cong reins in Andhra
The focus on Kapus is a novelty in the state known for the Reddy-Kamma rivalry that plays out in both Congress and Telugu Desam Party. Chiranjeevi launched PRP with a focus on Kapus.
Kapus are a strong force in the state, and the party has lately been focusing on adding the community to its entrenched Reddy-weaker sections' vote base. While the community has strands of OBC and forward groups, Andhra has lately witnessed a call for larger unity between them. Botcha is known for anti-Jagan stance, but is acceptable to Telangana for his sympathetic stance on statehood.
Next PCC chief to be from Andhra
HYDERABAD: The next president of Pradesh Congress Committee will be from the Andhra region.
The Congress high command has come to a decision on this and is� examining who, between two front runners housing minister Kanna Lakshminarayana and transport minister Botsa Satyanaryana, fits the bill better. Both belong to the Kapu community which is numerically strong in coastal districts.
The announcement on appointment of the new PCC chief is likely to be made in the next four to five days, according to sources.
Now that the decision has been taken to appoint someone from Andhra as PCC president, the deputy chief minister’s post will go to a leader from Telangana. Already, higher education minister Damodar Rajanarasimha is considered to be the party’s hot favourite for the post.
Though chief minister N Kiran Kumar Reddy reportedly wanted the PCC president to be from Telangana, the central leadership appears to have the interests of the party in coastal Andhra uppermost in its mind in the wake of the humiliating defeat YS Jagan Mohan Reddy had inflicted on the Congress in the by-elections and his efforts to emerge as a major threat to the Congress in Andhra and Rayalaseema.
AICC general secretary and AP Congress affairs in-charge Ghulam Nabi Azad is understood to have discussed with party president Sonia Gandhi on Thursday the appointment of PCC chief, deputy chief minister and Assembly speaker, and finalisation of dates for effecting a formal merger of the PRP with the Congress. Congress leaders will discuss the matter with PRP’s C Ramachandraiah who has been asked to rush to Delhi.
Meanwhile,� Telangana MPs, who appeared to have been rattled by the violence� in Karimnagar on Wednesday, are veering to the conclusion that they should do something dramatic or they will be forced to go into political exile.
They are planning to go on an indefinite hunger strike after June 15. If the party does not respond positively even then, they will resign as a last resort.

BC, Kapu leaders seek ‘better’ roles
In a bid to promote more partymen from the Kapu and BC community for “leadership” roles in the party and government, some of these community leaders have decided to pressurise the AICC leadership.
They argue that a change from the “traditional” leadership of powerful castes would help the party in ensuring victory in 2014 Assembly elections.
After the Kadapa bypolls are over, they want to meet the AICC leaders, Mr Ahmed Patel and Mr Ghulam Nabi Azad, to put forth their demand of handing over the reins to BCs so that the Congress will have an advantage over the Telugu Desam and the YSR Congress.
The main proponent of this theory is the transport minister, Mr Botsa Satyanarayana, who is supported by ministers belonging to Kapu and BC communities.
“There is no point in allowing the same powerful castes at the helm of affairs in the party. It is not going to be beneficial anymore. As a major chunk of the powerful castes have started associating with the former MP, Mr Y.S. Jagan Mohan Reddy, another potential caste is with the TD already. Unless the Congress gives priority to the BCs who are not promoted by any party till now, it will be difficult for the party to come to power again,” a senior minister told this newspaper.
In fact in the Kadapa bypolls, several ministers belonging to the BCs and Kapus, were sent to woo the voters of these communities.
A minister from Guntur district told this newspaper, “We found more than 90 per cent of the voters belonging to one particular community have left the Congress and joined the YSR Congress. We started talking to people from other communities who have somehow managed to work for the Congress and we were successful to large extent.”

రిజర్వేషన్ల పెంపు అంశంపై 29న మళ్లీ బహిరంగ విచారణ
హైదరాబాద్, మేజర్న్యూస్: బీసీ రిజర్వేషన్ల శాతాన్ని పెంచే అంశంలో విజ్ఞాపనలు, సూచ నలు, అభ్యంతరాలు తెలియజేసుకునే వారికి రాష్ర్ట బీసీ కమీషన్ మరో అవ కాశం కల్పించింది. ఈ మేరకు ఈ నెల 29న కొత్తపేటలోని బాబూ జగ్జీవవ్ రామ్ భవన్లో కమీషన్ బహిరంగ విచారణ నిర్వహించనున్నది. కనుక విజ్ఞాపనలు, సూచనలు, అభ్యంతరాలు తెలియజేసేవారు వ్రాతపూర్వకంగా ఆరు సెట్లను తమ అభిప్రాయాలను ఈ నెల 27వ తేదీలోపు కమిషనర్కు అందజేయాల్సి ఉంది. బీసీ రిజర్వేషన్ల పెంపు అంశంపై బీసీ కమీషన్ ఈ ఏడాది జనవరి 28న బహిరంగ విచా రణ జరిపింది. అయిప్పటికా మళ్లీ ఇదే అంశపై బహిరంగ విచారణ ఎందుకు జర పాల్సి వచ్చిందనేది బీసీ వర్గాలకు అంతుచిక్కని ప్రశ్నగా మారింది. వాస్తవానికి రాష్ర్ట బీసీ కమిషన్ బహిరంగ విచారణ పూర్తి చేశాక, జాతీయ బీసీ కమీషన్ చైర్మన్ బీసీ రిజ ర్వేషన్ల పెంపుపై అత్యుత్సాహం వద్దని రాష్ర్ట బీసీ కమీషన్కు లేఖ రావారు.
అంతే కాకుండా ఆయన హైదరాబాద్ వచ్చిన సందర్భంలో బీసీ రిజర్వేషన్ల పెంపుపై అత్యు త్సాహం వద్దని ఇక్కడి బీసీ నాయకులకు కూడా తెలిపారు. బీసీల రిజర్వేషన్లు పెంచితే అనేక సమస్యలు తలెత్తే అవకాశం ఉందని కూడా స్పష్టం చేశారు. ఈ నేపథ్యంలో బీసీ యునైటెడ్ ఫ్రంట్ అధ్యక్షులు పాలూరు రామకృష్ణయ్య రాష్ర్ట బీసీ కమిషన్ చైర్మన్ని మార్చి నెలలో ఒక విజ్ఞాపన పత్రాన్ని సమర్పించారు. ఈ మేరకు 2001లో మల్టీపర్పస్ హౌస్ హోల్డ్ సర్వే ప్రకారం బీసీల జనాభా 43.16 ఉందని ప్రభుత్వం తీసిన గణాంకాలను చూపారు. ఈ సర్వేను సెన్సెస్ విభాగం కూడా ధృవీకరించిందని గుర్తు చేశారు. దీనికితోడు 2007లో ముస్లిం మైనారిటీలలోని 15 తరగతులను బీసీ-ఇ గ్రూపుగా గుర్తించడం, మరో 26 బీసీ కులాలు బీసీ జాబితాలో చేర్చడంతో అదనంగా 15 శాతంమంది బీసీ జాబితాలో చేర్చబడ్డారని గుర్తు చేశారు. ఈ మొత్తాన్ని కలిపిచూస్తే రాష్ర్టంలోని బీసీ జనాభా 64 శాతానికి చేరిందని ఆయన వివరంగా పేర్కొన్నారు.
దీనికితోడు బీసీ, ఎస్సీ, ఎస్టీలకు కలిపి 50శాతానికి పైగా రిజర్వేషన్లు కల్పించే విషయంలో సుప్రీం కోర్టు ఇచ్చిన తీర్పును వివరించారు. కర్ణాటక ప్రభుత్వ ఇంద్రసహానీ కేసును ఉదాహరణగా పేర్కొన్నారు. రాజ్యాంగంలోని అధికరణలు 15,16 కు 2005లో చట్ట సవరణలు చేసిన అంశాన్ని గుర్తు చేశారు. ఈ సవరణల ఫలితంగా అధికారిక గణాంకాలు ఉంటే 50శాతానికి మించి రిజర్వేషన్లు పెంచుకోవచ్చని సుప్రీం కోర్టు స్పష్టం చేసిందని వివరిస్తూ ఈ కోర్టు వ్యాజ్యా నికి సంబంధించిన పత్రాలను బిసి కమీషన్కు సమర్పించారు. ఫలితంగా బీసీ కమిషన్ మరో మారు బహిరంగ విచారణకు ఆదేశించింది. ఈ బహిరంగ విచారణ సక్రమంగా పూర్తయితే బీసీ రిజర్వేషన్ల పెంపుకు మార్గం సుగమం కాగలదు.

Kapus as social change agents
From history it has been observed that many prominent and inspiration leaders have evolved from this community to change the destiny of the common man and the downtrodden.Many important personalities have greatly contributed to the upliftment of the downtrodden and fought hard against oppression and social evils.The most prominent among them are listed below :-
- The Great Vijayanagram King Sri Krishna Deva Raya who rule is considered as the Golden Age for South India was instrumental in uniting all people and thwarting the Muslim forces who threatened to destroy the whole of South India.
- Prominent freedom fighter Katta Bomma Naiker who was first leader to revolt against the British even before the First War of Indian Independence in 1857.
- Periyar considered as the "Father of the Dravidian Movement" changed the course of politics in Tamil Nadu to make a model state where caste has taken a backstage in their politics.He was instrumental in ending age old domination of Hindu dharma by some upper castes and opened the doors for the socially backward and oppressed.
- Vemanna called The People's poet fought hard against the hipocracy and oppression of the rulers of his time.
- Inspirational Leaders like Late Vangaveeti Mohana Ranga who fought for the downtrodden and the oppressed.
- Social reformer and Father of South Indian Cinema Raghupathi Venkayya Naidu who fought against social evils prevalent at his time through his inspiration and social conscious films.
- Mega Star Chiranjeevi with his social service and chairty works was able to win the hearts of all the people of Andhra Pradesh.
Inspiration from these people have mobilised the people from this community to unite to fight for their proper share due to them and change the present political and economic mess the state of Andhra is right now.

Kapus uniting on a Common Platform
Even after having such a glorious past the present situation of the Kapus is somewhat bleak
- Majority of the present day Kapus are predominately poor farmers economically and educationally backward.
- They have only about 6% representation in Government jobs and services.
- There is a drastic decrease in education among the Kapus in Rayalaseema,Telangana and North Andhra where they are present in large number due to poverty and lack of reservations.
- Even after being about 22% of the state population they have only have about 30 seats in the present Andhra Pradesh state assembly whereas the other 2 dominant communities,each primarily belonging to the major political parties jointly constituting about 12% of the total population bag about 130 seats in the AP State assembly including the Chief Minister and other major cabinet minister posts.The backward classes which constitute about 40% of the population also have much better representations in the State assembly(about 120+ seats are reserved for them.
In recent years Kapus all over the world have come to common platform to fight for the share of their Political and Economic share in nation building.Even after being the largest and the oldest community in South India,proper share of resources(economic and political) was not granted to them.Kapus have united a decade ago under Kapunadu to fight for their rights but time and again the demands were kept aside by both the Congress and Telugu Desam parties.The power(economical and political)is being concentrated only among a few communities.The lack proper leadership among the Kapus can also be termed as one of the reasons for not being able to fight for their share.Kapus all over the world have now united to uplift the community and demand for their proper share and rights due to them.

BC status to Kapus to thwart Chiru?
VIJAYAWADA: Even though there is no sign as yet of Chiranjeevi hitting the road, the ruling Congress government does not want to take chances. The state government is discreetly making arrangements to extend reservations to Kapus, which it avers will rein in the large number of Kapu voters from rallying behind the matinee idol.
Highly placed sources indicate that the Rajasekhara Reddy government would make an official announcement on the inclusion of Kapus in the BCs list in November-end or December first week, four months ahead of the 2009 Assembly polls. The government has already handed over the job of conducting the socio-economic survey on Kapu community to the Indian Institute of Economics (IIE), Hyderabad.
Sources said the institute was picked up for the study by the BC Commission following a recommendation by the Group of Ministers (GoM). The IIE has been asked to prepare a comprehensive report on the socio-economic backwardness of four groups — Kapu, Telaga, Balija and Ontari. Sources said IIE vice-chairman V K Srinivasan, a former civil servant, would personally monitor the study.
A Srinivasan, involved in the policy-making decisions in central and state governments, has been handpicked by the government on the lines of P S Krishnan, who headed the one-man commission to study the minority quota, a source said. Though some ministers — lobbying hard for the BC status for the Kapus — wanted the study to be completed within two months before Chiranjeevi floats his new party, the state government is said to have granted a full six-month period. "Unless we go indepth and make a critical analysis, the report will be locked up in legal challenges. So, we have granted six months time to complete the study in a comprehensive manner," a senior Kapu minister told 'TOI.' Sources said the government is considering giving BC status to Kapus outside the existing BC quota.
"We have not taken up the issue only to get political mileage as we know how complex the quota issue has been. We wanted to lay a concrete foundation prior to building up the case," said another Kapu minister. He explained that the chief minister is serious about the welfare of Kapus and had enhanced the budget allocation for Kapu students' reimbursement from Rs 1.5 crore in 2004 to Rs 25 crore this year.

హైదరాబాద్, మార్చి 16 : కాపుల ఆర్థిక, సామాజిక స్థితిగతులపై అధ్యయనానికి సర్కారు పచ్చజెండా ఊపింది. కాపు, బలిజ, ఒంటరి, తెలగ కులాలపై సర్వే చేసేందుకు బీసీ కమిషన్కు రూ.10 లక్షలు కేటాయిస్తూ ప్రభుత్వం ఉత్తర్వులు జారీ చేసింది. నిజానికి సర్వేకు రూ.40 లక్షలు కేటాయించాలని బీసీ కమిషన్ ప్రభుత్వాన్ని కోరింది. అయితే, ప్రభుత్వం తొలి విడతగా 10 లక్షలను విడుదల చేసిందని అధికార వర్గాలు చెబుతున్నాయి.
కాపులను బీసీ జాబితాలో చేర్చాలని, తమ వెనుకబాటుపై సర్వేకు అనుమతించాలని ఆ సామాజికవర్గానికి చెందిన వారు గత కొన్నేళ్లుగా పోరాటం చేస్తున్నారు. దీనిపై హైకోర్టును కూడా ఆశ్రయించారు. సర్వేకు అనుమతించాలని ప్రజారాజ్యం అధ్యక్షుడు చిరంజీవి ప్రత్యేకంగా ప్రభుత్వాన్ని కోరారు. కాంగ్రెస్లో పీఆర్పీ విలీన నిర్ణయానికి ముందే ఈ విన్నపం చేశారు. మంత్రి బొత్స సత్యనారాయణ కూడా ఈ అంశంపై ప్రభుత్వంపై ఒత్తిడి తీసుకొచ్చారు.
ఇటీవల ఆయన ముఖ్యమంత్రిని కలిసి సర్వేకు నిధులు కేటాయించాలని విజ్ఞప్తి చేశారు. వెంటనే సర్వే చేపట్టేలా ఆదేశించాలని కోరారు. ప్రస్తుతం రాష్ట్రంలో నెలకొన్న రాజకీయ పరిణామాల నేప«థ్యంలో నెలన్నరపాటు ఈ అంశంపై నాన్చిన ప్రభుత్వం తాజాగా నిధులు విడుదల చేసింది. దీంతో... కాపుల డిమాండ్కు ఓకే చెప్పినట్లయింది. కాపు, ఒంటరి, తెలగ, బలిజ కులాల సామాజిక స్థితిగతులు, వెనుకబాటుతనం, ఆర్థి కాభివృద్ధి, తదితర అంశాలపై అధ్యయనం చేసేందుకు ఇండియన్ ఇనిస్టిట్యూట్ ఆఫ్ ఎకనమిక్ స్టడీస్ సంస్థ ఇదివరకే ముందుకొచ్చింది.
ఇప్పుడు సర్వే బాధ్యతలను కూడా ఈ సంస్థకే అప్పగించవచ్చని సమాచారం. దీనిపై బీసీ సంక్షేమశాఖ ప్రత్యేకంగా ఉత్తర్వులు జారీ చేయాల్సి ఉంది. సర్వేను ఏ సంస్థకు అప్పగించాలి? ఎప్పటిలోగా సర్వేను పూర్తి చేయడానికి ఎంత గడువు ఇవ్వాలి? నివేదికను ఎప్పుడు సమర్పించాలి? అనే విషయాలపై ఉత్తర్వులు వెలువరించాల్సి ఉంటుంది.

Representation Given To Chief Minister Sri N.K.R by Sri Mallela.Phalguna along with kapu youth
Unfortunately Telaga, Balija, Ontari and Kapus etc., who are having same surnames same gotras with same social and Educational background are being treated differently in different Districts in Andhra Pradesh. As per OBC reservations are concerned, for example Turupu Kapus who are predominantly residing at Srikakulam, Vijayanagaram and Vishakapatnam have been denied the OBC benefit in other parts of Andhra Pradesh. When the case was examined by the State Government and Backward Classes Commission. The G.O.Ms.No.62 Backward Welfare (CC2) issued on 20-12-2008, this G.O. has facilitated TurupuKapus to get OBC certificate from other Costal Districts of Andhra Pradesh from their respective Mandal Recvenue Officers (Thasildars). This G.O. is a subsequent result ofG.O.Ms, No.1793 Education Dept dt.23-09-1970 and also G.O.Ms.No.91 Social Welfare (P) Dept. dt.15-03-1991, the chair person, A.P. Commission for Backward Classes Hyderabad D.O.Lr.No.C1/*195/2006. Dt. 05-11-2008.
Justice Puttu Swamy Commission was appointed to probe into the matter has not been submitted any report to the State Govt. of Andhra Pradesh under the pressure of upper caste communities who have been ruling the state since independence. Justice Dalwa Subrahmanyam Commission has been in force since 2006. The commission has been asked to probe into 17 communities to include in the OBC category. The commission has so far recommended 13 out of 17 communities as OBCs, the only left over communities are Kapu, Telaga, Balija, and Ontari. When it was questioned why these four communities are so far kept over, the commission replied for want of Rs.46 Lakh Rupees for conducting /
